Close everything. Plug phone into computer. Open Cydia impactor after you have allowed iTunes to access your phone. If you have windows 10 like me, I found that right clicking the Cydia app, clicking Troubleshoot compatibility, it runs it in windows 8 mode. Which has worked for me for months. After you click troubleshoot compatibility, then click try recommended settings, then test program then just next next until the dialog box closes. Cydia should be open at this point.
